Newsletter Fall 2016. These are taxing times, particularly if you own property in Ontario. On October 18th MPAC, the provincial assessment authority, will reveal their proposed commercial property assessments for the next four years. This year, for the first time, MPAC will echo Nova Scotia and publish a pre-roll. We have 17 years’ experience in pre-roll negotiations in Nova Scotia, hitherto the only province to utilise the pre-roll process, and we have found them more flexible and cost effective than appealing the official roll. Once the latter is published the assessor is aware that the municipality has relied on it for budgeting purposes and will be looking over his/her shoulder during any negotiations. Pre-roll negotiations are not encumbered with this burden. We expect that Nova Scotia too will publish a pre-roll this fall. However time is tight … MPAC will deliver the official roll to the Ontario municipalities on December 13th and PVSC, the Nova Scotia assessment authority, will do so at the beginning of December.
